The World That Never Was

The World That Never Wasappears to be in a state of eternal night and a large moon shaped like a heart, a created Kingdom Hearts, continually shines in the sky. The World That Never Was contains a fairly large city, Dark City, comprised of three areas. It also houses the headquarters to Organization XIII, which is portrayed as a huge white castle decorated with the emblem of the Nobodies, called The Castle That Never Was.

Access to this world is obtained after Chip and Dale confirm that a second Twilight Town has appeared.

The scale of the moon-like Kingdom Hearts and The Castle That Never Was appears to constantly change as the player approches the castle from the Dark City. This may allude to the unstable nature of the world, as it was artificially created by Xemnas and may not be spacially stable.
